I agree that these were outrageously horrifying acts and in no way want to justify them. But at the same time, a country that has often acted as a bully to many parts of the world and usurps a major share of the world's resources by a minority of the worlds population should not wonder that it has enemies.

I really don't think that anyone is so naive as to be surprised that we have enemies. By accident of birth and residency in this country, I suppose that I reap the benefits of the "usurped resources" you speak of...like anyone else who happens to live here. However, I don't let my own government off the hook for its brutality. I actively and PEACEFULLY work for change, in my own little (and sometimes big) way. That's precisely why I won't make excuses for anyone who commits atrocities against innocent people---no matter where they're from, what they believe, or what their history is.
